Answer:
The ruling regarding listening to the Jumu’ah Khutbah live over the receiver is the same as listening to the recitation of the Qur’an live over the radio, i.e. if a person attends a Qiraat Majlis, then it will be necessary for him to be mindful of the etiquettes of the Majlis and the Qur’an recited therein and abstain from talking, playing around, engaging in business and other worldly affairs.
Similarly, it will be necessary for the Qari to be conscious of the etiquettes of the Qur’an and not recite the Qur’an in such places in which people are engaged in worldly affairs and are neglectful of the recitation of the Qur’an. If both the Qari and the listeners are neglectful and oblivious of the etiquettes of the Qur’an, then they will be sinful. Therefore if a person the second Khutbah in another Masjid, then it will not be permissible for him to engage in talking or in any worldly affairs, rather it will be necessary for him to observe total silence as if he is attending his first Khutbah. In the same manner if he returns home after the Jumu’ah Salaah and listens to another Masjid’s Khutbah live on the receiver, he will have to observe silence as if he is attending a Masjid wherein the Khutbah is taking place. The same ruling will apply to the females at home who are listening on the receiver. If they wish to talk or do any household work, then they should switch the receiver off.
