Answer:

 

                  

Under the commentary of verse 60 of Surah Taubah it is mentioned that the Muallafatul Quloob that were given Zakaat were only Muslims and not the non-Muslims.  It was given to those Muslims who had just entered the fold of Islam in order to strengthen their intentions to stay within the fold of Islam.  If the non-Muslims were given anything, they were given from sums other than the Zakaat sum.  (Ma’aariful Qur’an, Vol. 4, Page 404)

Some commentators are of the view that the non-Muslims were given Zakaat in the time of the Prophet (S.A.W.) but this ruling was later abrogated.  (Roohul Ma’aani, Vol. 6, Part 1, Page 122)

In light of the above it is clearly understood that the non-Muslims should not be given Zakaat, especially in this present day and age wherein many Muslim individuals as well as communities are found who are in need.
