Will signing divorce papers for second wife count as Talaq?

I am thinking about marrying a woman and taking her with me to Canada. I intend to get married through proper procedures and maintain a successful marriage, but I am expected to have another marriage in a few days. If in future, I want to call my other wife to Canada and apply for her citizenship, then according to the law of Canada, I will have to leave my first wife. But I do not intend to leave my first wife nor separate myself from her. In this situation, if I have to sigh divorce documents, will it be counted as Talaq? The first woman who I intend to marry and take to Canada is significantly older than me and has been divorced before. The second is appropriate for someone of my age.

Signing divorce documents willingly will cause Talaq to occur. However, if one needs to attain citizenship for another country, then before signing the divorce documents he should make someone a witness that he is only signing these documents because it is a legal requirement for attaining citizenship, and that divorce is not the objective for signing it, and also he must not verbally utter any words of Talaq. In this case, merely signing the divorce documents will not cause Talaq to occur.
