A person is forced to pay bribe in order to get his right

Assalam-o-alekum,
I wanted to ask about the following case scenario in which a person is forced to pay bribe in order to get his right. The only material i could find online was the following link

Can you please guide me if this ruling is correct as i feel doubtful about it.

Marriage is valid when Ijab (proposal) and Qabool (acceptance) is done by the boy, girl or on their behalf by their wakeel, in the presence of witnesses. After that, it is not necessary as per Shari’ah to register one’s marriage. However, one should legally register his marriage to avoid any problems in future.
