Is it correct to give Zakat to a person who has TV in his house?

Is it correct to give Zakat to a person who has TV in his house whereas he is entitled too for Zakat? Mufti Sahib in our Masjid said that Zakat can not be given to person who has a TV in his house???

If a person possesses the value of 52 ½ Tolas of Silver from valuables of Zakat i.e., Gold, Silver,Currency, Merchandises and extra things beyond necessity including the price of the TV, then it is not permissible to give Zakat to such a person. If the value does not reach this amount then there is allowance to give him Zakat, yet, what is preferable is that the person concerned sell the TV first and fulfill his requirements.
