Who is clean but not in the state of ablution can he touch the Qur’an?

If a person is clean (ie. not in need of a compulsory bath) but not in the state of ablution. So can he touch the Qur’an Shareef? If no, then what is the compensation for it? Please answer urgently

Although it is not permissible to touch the Qur’an Kareem without a barrier in a state of not having ablution, there remains no recompense for contradiction. However it is necessary to abstain from doing so in future.
