Reciting Surah Qadr on Laylatul Qadr

Is this narration authentic?

Sayyiduna ‘Ali (radiyallahu ‘anhu) has stated “Whomsoever recites Surah Qadr seven times on the night of Qadr, Allah safeguards that individual from all difficulties and furthermore seventy thousand angels supplicate to Allah to grant him Jannah.”

Answer

This narration appears in a Hadith Juz’ (collection) of Abu Mansur, Muhammad ibn ‘Isa ibn ‘Abdil ‘Aziz As Sabbah as the statement of Sayyiduna ‘Ali (radiyallahu ‘anhu).

However, ‘Allamah Suyuti (rahimahullah) has cited this Hadith in his book on fabricated Hadiths. ‘Allamah ibn ‘Arraq (rahimahullah) has pointed out a liar in the chain. The Hadith is therefore not suitable to quote.
