Answer

Wa ʿAlaykum Salām Wa Raḥmatullāh wa barakātuhu,

The rules of an apostate being killed apply under an Islāmic caliphate or governance. This is because, in countries ruled by other than Islāmic Law, the Muslims do not hold the mandate to take the life of an apostate.

An apostate is one who holds the potential to fuel widespread disorder and confusion and to prompt others to question their beliefs whilst being the seed of imbalance in society.

We ask Allāh to grant us life under true Islāmic governance wherein all His laws can be implemented.

And Allaah Ta’aala knows best
