Answered as per Hanafi Fiqh by DarulIftaBirmingham

What is the ruling of female circumcision? And would a man refuse to marry a woman for she had been circumcised?

Answer:

In the name of Allah, the most Beneficent, the most Merciful.

It is considered something permissible and an act of honour for a female to circumcise her private parts. (Fatawa Rahimiyah p.135 v.10)

The Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) said, “Circumcision is Sunnah for men and an honourable thing for women.” (Musnad Ahmad)

It is not correct for a man to refuse to marry a woman who has not been circumcised.
