The shaving of the head refers to both boys and girls due to the generality of the statement. (Umdatul Qari, Vol 21, Pg 131)
في حديث سلمان : أميطوا عنه الأذى من جملة الأذى شعر رأسه الملوث من البطن بعمومه يتناول الذكر الأنثى
