Question:

Is a prostration valid if ones hat is covering the forehead

Answer:

Bismillah

It is obligatory to prostrate on something which the forehead can completely stabilize; prostration is not permitted on things such as snow, hay, or rice in which the head cannot stabilize or settle.  (Nurul Idah p.118)

From the aforementioned text we can derive, it is valid to prostrate with some or one’s entire forehead covered as long as one is prostrating on something hard. (Durre Mandhuud p.183 v.2)
