I am from Mumbai. We are 12 members in the family and need to do Qurbani of all 12 and 1 on behalf of the holy Prophet Muhammad (SAW) So total 13 Qurbani. Since it is difficult to find place in Mumbai to take care of so many goats can I do Qurbani of 4-5 in Mumbai and for the remaining Qurbani I will give the amount for each sacrifice to Safeer who have visited Mumbai from madrasa from villages and collecting money for Qurbani?

Yes, if you trust those Safeer and the responsible persons of those madrasa that they would perform the slaughter correctly on your names then you can give them the money for Qurbani.
