Please advise is it permitted to give zakah money to the some Muslim parents of a child with the intention that the money be used to make their child study in a school or college or coaching institute which along teaches English and other related subjects of CHSE/CBSE or some other course.

It is not lawful to give zakah to one’s parents. Yes, one can give zakah to the parents of others provided they are eligible to receive zakah. There is no harm in making the above intention.
