Q: If a person is not liable to pay zakaat due to debts but he has wealth to the value of nisaab at the time of qurbani, will qurbani be waajib on him?

A: Udhiyah (Qurbani) is compulsory on one who has in his net-possession the equivalent of Nisab on any of the three days of Udhiyah i.e. 10th, 11th or 12th of Zul Hijjah. If after deducting one’s total debts from one’s total assets that are over and above one’s basic needs and necessities one has the equivalent of Nisaab then Qurbani is obligatory upon one. Accordingly, if one’s debts are more than one’s assets, then Qurbani is not compulsory.
