Q: If someone moves his lips and gives talaq (divorce) to his wife, but doesn’t make any sound, does talaq occur?

A: The words of Talaaq should be pronounced. Mere movement of the lips is generally not sufficient. If one is doubtful of this then Talaaq does not occur.
