id like to ask, if a wife is no longer happy with her husband after 3 years of working the marriage out..
1. is divorce allowed if the wife is unhappy?
2. can she ask for divorce because her husband is not on the same understanding level?

Assalaamu `alaykum waRahmatullahi Wabarakatuh
Nikaah is a sacred bond where the sublime name of Allah is uttered to bring two individuals together who were totally forbidden for each other. Hence, we should always try to look for solutions to save the marriage. The challenge is to learn how to accept another person inspite of his/her shortcomings.
You should really ponder whether nullifying the marriage will be the solution. One effective method of reconciliation would be to carry out the noble advice mentioned in the Quraan, where Allah says
وإنخفتمشقاقبينهمافابعثواحكمامنأهلهوحكمامنأهلهاإنيريدا
إصلاحايوفقاللهبينهماإناللهكانعليماخبيرا (النساء35)
“If you fear a breach between the two of them (i.e. husband and wife) appoint (two) arbitrators, one from his family and the other from hers; if they wishfor peace Allaah will reconcile them for Allaah has full knowledge and is acquainted with all things”
The arbitrators are appointed from the side of both spouses who would discuss the problem.
However, if the above option is not possible then you could ask your husband to issue a divorce (talaq ar-raji).Alternatively, the wife could propose for a khula where the wife offers to return her mahr or give an exchange in order for the husband to issue a divorce.
Once khula is issued a talaq ar-baain will take place between the two spouses.
