Answer:

Hadhrat Ibraaheem al-Nakhaa?ee [ra], a great Taabi?ee, mentioned that the Sahaaba [Radhiallaahu anhum] would consider it preferable not to give more than one Talaaq. (Haashiya of Mukhtasar al-Qudoori pg.529)
