Is it allowed to look at a non-mahram who is completely covered?

If we cannot look at the non-mahrams even when they are covered does this mean that if they come out of their homes we should go inside ours? If they come to your job palce for a job you just leave the job because there are going to be situations where you have to interact with her or just look at the team even when there are no feelings and she is completely covered.

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

If there is a need to interact with a woman that is completely covered, one may restrict that to the extent of the need only.[i]
