The one you read when there is a lot of muslims suffering in the world in salaah (ie. fajr) before going into ruku in the second rakaat do you put your hands up like in normal dua?
Answer:
In Qunoot-e-Naazila, the Imaam as well as the followers should keep their
hands by their sides and say aameen softly.
And Allah Ta`ala Knows Best.
