Is it permissible for a brother to approach a sister if you see her doing something which is unIslamic. For example, from personal experience of one my friend. A group of sisters with Islamic attire (hijab) were smoking seesha (hukka) in a restaurant. I don’t know how familiar you are with seesha. It’s a hukka like thing practiced in the Arab world.
Anyway, so this friend of mine upon seeing this approached the group and sisters and told them it was Islamically wrong to do this kind of thing in a public place. The response from the sisters was that it wasn’t his business and Islamically he is not supposed to approach them in first place, let alone be the problem. So my question is if the brother has done anything wrong approaching sisters according to Quran and Sunnah.

The Messenger of Allah (Allah bless him and give him peace) said, “None of you believes until they love for their brother that which they love for themselves.” Thus, we seek the good for others, and that they not fall into that which is harmful. This concern for othersemanating from love and mercyis the basis, proper understanding, and means of implementing the commanding of good and forbidding of wrong.
