Is it Permissible to Pay Zakah to Help in Marriage Expenses?

Answered as per Shafi'i Fiqh by Darul Iftaa Jordan
Is it permissible to pay Zakah to someone who wants to get married? And, is Zakah due on the salary?

Answer:

Praise be to Allah the Lord of the Worlds.

No Zakah is due on the salary unless two conditions are met:

1-It reached Nissab{Minimum amount liable for Zakah: the value of 85 grams of 24 carat gold}.

2-A full lunar year passed over possessing it{Nissab}.

If these conditions are met, then {2.5%} must be paid as Zakah of salary. In addition, it is permissible to pay Zakah to one`s brothers and relatives if they are poor, needy or debtors. The evidence on this is that Allah says {What means}, "The alms are only for the poor and the needy, and those who collect them, and those whose hearts are to be reconciled, and to free the captives and the debtors, and for the cause of Allah, and (for) the wayfarer; a duty imposed by Allah. Allah is Knower, Wise."{At-Tawbah, 60}. The word poor refers to one who can`t afford basic needs of food, clothing, lodging, medication, marriage and other. Thus, giving Zakah to individuals who fit this description is permissible. And Allah the Almighty knows best.
