Is it permissible to do istinjah with baby wipes?

Answer

The act of purifying oneself of the impurities excreted via the back and front private parts are called istinjah. It is an emphasized sunnah to do istinjah until the place becomes clean and pure. If the impurities spread beyond the area of the outlet by more than the size of a dirham it will be wajib to use water. (Raddul Muhtar p.550 v.1)

After urinating if the impurity did not spread by more than the size of a dirham it will be permissible for you to suffice on tissue paper. However, when passing stool, the stool spread by more than the size of a dirham it will be necessary for you to wash that area with water. (Nuurul Idaah p.27)

Regarding your question, it will be permissible to suffice on baby wipes after passing urine, however, water in its physical state will be required after passing stool.
