For the 10 days before ramadaan I have been spotting. Is it permissible to fast on the 11th day i.e the 1st of ramadaan?

Since spotting is also treated like bleeding, we would conclude that you were in your menses during these ten days. Hence, fasting on the eleventh day is in order.
