I am a 15 year old boy Alhumdullilah and I just wanted to know the Islamic viewpoint on a girl baby cousin of 3 years age being considered na mahram or not.

In principle, the laws of hijaab are only applicable between people who have reached the age of maturity. Accordingly, although you are not a mahram for your 3 year old cousin, the laws of hijaab do not apply between the two of you until she reaches puberty[1].
