As Salam Alikum, if a brother comit oral sex with his sister in their teens will their parents nikkah nullify? If not then what should they do and how?. Even if they regret it, repent and express remorse.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
The brother and sister have committed a major sin. They should repent for the sin they committed. However, the laws of Musaharah which invalidates marriages does not apply in this case.
