Yes, deer antler velvet extract is pure, and it may be consumed (Minhaj al Talibin, Nawawi).

Allah Most High has said, ‘And Allah has made for you from your homes a place of rest and made for you from the hide’s of the animal’s tents which you find the light on your day of travel and your day of encampment; and from their wool, fur and hair is furnishing and provision for a time’ (Qur’an, 16: 80).

This verse tells us that fur and wool and the like from edible animals are pure (Al Majmu, Nawawi).
