  Is it okay when someone passes wind to just start wudu from the hands and not from the private parts?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

In the Name of Allah, Most Merciful and Compassionate

One does not need to wash one’s private parts after passing wind.  To do so would be makruh, since passing wind does not filthify one. (Nayl al-Raja, 17)

Washing the private parts is not a requirement for wudu.

If one passes wind, one should just go and make a normal wudu (by starting from the hands as you mentioned in the Question).
