Do any scholars state that smoking is only disliked?

i wanted to know if smoking is permitted. In Reliance of a Traveller, Shaykh Nuh Keller says it is haram… i want the oppionion that it is mukruh and i dont know which scholars say that it is mukruh so i thought i’d come on here to see if any scholar can say it is mukruh…
