Is it Permissible to Raise Funds from Zakah to Relieve Muslims?

Answered as per Shafi'i Fiqh by Darul Iftaa Jordan
Is it permissible to raise funds from Zakah in favor of Bader Gateway {Gateway of Islamic Relief, Dawah and Journey}, which is a project that provides relief to Muslims in all Islamic countries?

Answer:

Praise be to Allah, the Lord of the Worlds.

In the Glorious Quran, Allah, the Almighty, has specified eight categories of people eligible to receive Zakah. He said {what means}: "Alms are for the poor and the needy, and those employed to administer the (funds); for those whose hearts have been (recently) reconciled (to Truth); for those in bondage and in debt; in the cause of God; and for the wayfarer: (thus is it) ordained by God, and God is full of knowledge and wisdom."{At-Tawbah, 60}. However, the above project (Bader Gateway} isn`t among these eight categories since the Zakah money, here, isn`t received by the poor and need. In addition, "in the cause of God" refers to Jihad or those who do it.

In conclusion, it isn`t permissible to raise funds from Zakah in favor of the afore-mentioned project. Instead, it is permissible to collect donations and charities to this end. And Allah the Almighty knows best.
