Is it permissible for a man to shave his legs?

Is it permissible for a man to shave his arms, legs etc. in Islam? (U.S.A)

The scholars say that the hair of the arms and legs should not be shaved because when they grow back again they grow back ticker and condenser. Besides that, there is really no benefit in doing this.
