Chatting on the Internet is similar to staying in contact with someone, whether if its by chatting, writing, or orally talking. Any form of contact that is permissible outside of the chatting on the Internet is also permissible in the chat room and vice versa. Hence, chatting with we are not supposed to chat with of the opposite gender would not be permissible, whether it be on the Internet or not.
