Is 16 yr son/brother a mehram

Can a mother and sister go to umrah with their 16 yrs son/brother. If the father is unable to come with them.
If there is a mahram one can go, if he is 16 years of age then it’s obvious that he is a mahram. Hence, you can travel with him.
