If someone’s parents are in debt and the father has serious heart problems, so, can their children give them zakat money?

If someone’s parents are in debt and the father has serious heart problems, so, can their children give them zakat money? Or can they take it from others and give it to their parents?
One can not give one’s zakat to his/her own parents. If the parents are owners of enough money where they would have to pay zakat deducting from the amount that they owe or if the parents are sayyid in this case even other people’s zakat can not be given to them. Otherwise, if they don’t have enough money excluding the amount they owe or they are not sayyid then other people’s zakat money can be given to them.
