What is the ruling if an insurance company gives money to fix the damages of a car but the mechanic fixes the car for less then the amount given by the insurance company? Can the person deal like this with the mechanic and keep the rest of the money?

After the insurance company gives money the person has a full discretion to do whatever he/she wants.
