Please let me know is it permissible for a 12 -13 years old girl (baligh) to learn horseback riding as following Sunnah.

The motivation given in the Ahadith to learn horse riding is actually for the boys, not for the girls. It comes in the Hadith:
خير لهو المؤمن السباحة وخير لهو المرأة المغزل (كنز العمال: 40611)
Translation: The best play for the Momin is swimming and the best play for the woman is to spin the yarn.
However, if a girl learns horse riding covering herself completely and abiding by all the Shar’ai limits then there is room for it.
