Public Liability Insurance for a Muslim Community Centre

I live in the Australian “Bible-Belt” (North-western Sydney) . There is no Mosque as yet, although there is a sizable community of middle-class Muslims. Recently a group of us began proceedings to hire a hall as a “Muslim Community Centre”. As a matter of course the organising committee immediately took out a Public Liability Insurance policy. I piped up that this is haram. I had varied responses such as “some scholars” say that the normal Islamic rules for insurance do not apply in non-Muslim lands. The other argument is that the consequences (i.e: someone having an accident and then suing us for a million dollars) necessitates insurance. Can you please give me some scholarly advice. Is there any room for flexibility? If not, please give me a detailed answer that I may take back to the shura committee.

Yes, Public liability insurance would be permissible in the present conditions of our times to save one and the community from unnecessary harm and trouble in the case of being sued, etc.
