Can one perform Hajj while one is still paying in outstanding/missed salaahs. If yes, then should this be continued after the Hajj as one becomes like a new born baby.

Yes one will continue to pay debts owed to Allah and his fellow human beings, like ones make up prayers, etc.  The reward that has been mentioned after one returns from Haj, likening one to a new born baby, does not forgive ones debts owed to Allah and fellow human beings.
