Why can’t women pray qasr if they are on their period while traveling to the Middle East?

I have read on another ‘question and answer’ site that women are not regarded as travelling if they are on a period. Consequently when they take a bath to become pure once they reach their destination, they have to pray full salaat.

I will be travelling to the middle east with my family and am likely to still be on my periods on the journey there, but will probably finish once I get there. My husband will be able to pray qasr, but not me. Why is this so?

Assalamualaikum warahmatullahi wabarakatuh.
Bismillahir rahmaanir rahim.

Women will be considered as travellers even if in the state of impurity as long as the stay at the destination does not exceed 15 days. If she has reached her destination and become pure, she may perform qasr salah within those 15 days.
