Performing tayammum due to cold weather

Q: While in the state of janabah, due to cold weather and lack of warm water, can a person offer Salah without ghusl? If not then what is the Shariah ruling?

Bismillaah

A: If water could be heated and ghusl could be made with that water then it is impermissible to make tayammum.

And Allah Ta’ala (الله تعالى) knows best.
