Answered as per Hanafi Fiqh by Muftionline.co.za

Q: Is it permissible in Islam for a woman to cut her hairs as she wishes, or as a fashìon or just because her husband wishes. What is the proper way of cutting the hair?

A: The demand of shariah and the wish of Allah Ta`ala is foremost. This action is forbidden.

And Allah Ta’ala (الله تعالى) knows best.
