Do neighbors have the right to Shuf’ah if someone makes a Wafq of their house?

If someone does Wafq of his house, does the neighbors get the right of Shuf’ah?

If someone does Waqf of his house his neighbors does not get the right of Shuf’ah, because a monetary transaction is necessary in order for the right of Shuf’ah to be established, which did not take place in this case.
