The punishment for being a deceptive leader

Is this narration reliable?

The Messenger of Allah (sallallahu ‘alayhi wa sallam) said:

“No leader or authority spends the dark of night being deceptive in his jurisdiction but that Allah will forbid him from entering Jannah”

Answer

Imam Tabarani (rahimahullah) has recorded this Hadith on the authority of Sayyiduna ‘Abdullah ibn Mughaffal (radiyallahu ‘anhu). ‘Allamah Mundhiri (rahimahullah) has declared the chain sound (hasan).
