Making a promise is a debt upon you

What is the grade of the following Hadith?

“Making a promise is a debt upon you [ie. It has to be fulfilled], Woe to the one who promises and then goes contrary to his promise”

Answer

Imam Tabarani (rahimahullah) has recorded this narration on the authority of Sayyiduna ‘Ali and Sayyiduna ‘Abdullah ibn Mas’ud (radiyallahu ‘anhuma) with a weak chain.

(Al Mu’jamul Awsat, Hadith: 3538 and Al Mu’jamus Saghir, Hadith: 419. Refer: Al Mughni ‘An Hamlil Asfar, Hadith: 1891 and Majma’uz Zawaid, vol. 4 pg. 166)

‘Allamah Sakhawi (rahimahullah) has cited numerous similar narrations which support and strengthen the Hadith in question. He also states that he has compiled a booklet on these narrations. The Hadith in question is suitable to quote.
