I read your answer regarding the impermissibility of studying with the help of HECS. Mufti Sahib, is Fee-Help the same thing as HECS? Could you please explain the difference between the two?

Answer:
In the Name of Allah, the Most Gracious, the Most Merciful.
FEE-HELP is the same as HECS-HELP. In both of them, the amount payable by the debtor is adjusted annually to reflect changes in the Consumer Price Index. Hence the ruling on both FEE-HELP and HECS-HELP is the same, i.e. it is not permissible to take these loans.
