Passing wet hands over hijab in wazu.

Q. Is it permissible for sisters to pass their wet hands over their hijab during the process of making wazu if they are in a situation where the hijab cannot be removed because of the fact that non-muslim males / females are present (or a possibility that non-muslim males / females can walk by) in the area where wazu is being performed? Would our wazu still be accepted, or if not, what can one do in a situation as the above?

A. No, it will not be permissible for sisters to pass their wet hands over the hijab while doing Masah in wazu. If they do it, then the wazu will not be valid.

If they are unable to remove their hijab (for masah), then they should place the right hand (which is wet) under the hijab and pass it over a quarter of the head, without removing the hijab. Once this is done, then wazu will be valid.
