Answered according to Hanafi Fiqh by DarulIftaBirmingham

Q1)Is it permissible for the Imam to lead the  Salaah  congregation sitting(due to sickness),the Imam does Ruku in sitting position and does Sajdah on the ground?
Q2)Is it permissible for the Imam to lead the traveeh Salaah congregation sitting, because unable to stand for a long time due to sickness or old age?
Q3) Baheshti Zewar( Urdu) Jamaat ke sahih hone ki sharte maslaa number 10- 1 and 14 could you please explain in detail because in
10- 1 it mentions that it is permissible to pray behind a Imam who is sitting and in 10-14 in mentions that its not permissible if the Imam is unable to do Ruku?

In the name of Allah, the most Beneficent, the most Merciful.

It is permissible to follow an Imam who is sitting down and performing the ruku and sajdah on the ground. However, if the Imam say for example is sitting on a chair and is gesturing the ruku or sajdah, then it will not be permissible to follow him. (Fatawa Hindiyyah p.85 v.1)

Keeping the aforementioned information in mind we can derive that following the Imam in the first situation will be permissible.

Regarding the second situation, if the Imam is sitting and performing the ruku and sajdah on the ground, taraweeh behind him will be correct. However, if he is gesturing the ruku and sajdah from a sitting position, taraweeh behind him will not be correct.
