Answer
To remove hair from your neck is permissible. However, to remove hair from your chest and back is against good practice or conduct (Khilaf Adab). Therefore, with regards to your question it is more preferable to avoid removing hair from your chest. ( Fatawa Hindiyyah p.358 v.5 & Ahsanul Fatawa p.77 v.8)
