Question

Can I marry my widowed sister-in-law?  Brother’s wife. Is it Marham?

In the name of Allah; the most Gracious, the Most Merciful.

Answer

As you have stated, she is a widow and no longer in a valid Nikah with your brother, thus it would be permissible for you to wed her if that be her wish.
