i know a person who started masturbating at the age of 13 but did nor have a wetdream till age of 14. does he have to pray namaaz since age of 13 or 14?

He will have to offer salah from the time when he starts experiencing wet dream, provided semen is not discharged due to the masturbation, otherwise from that time onward he will have to make qaza of missed salah.
