If a person passes an examination by cheating (e.g. copying or any other improper means) and gets a degree and with that degree he gets a job and earns his living. Whether in this condition his earnings from that source is halal or haram?

Yes, his income is halal provided he does his assigned job well and fulfils his duty. He gets the salary of his work; hence that salary is lawful and halal without any doubt.
